Dalam rangka peningkatan kualitas sumberdaya manusia dan pengembangan ekonomi, peran pemerintah masih sangat dibutuhkan terutama dalam penyediaan sarana dan prasarana pendukung, termasuk di dalamnya kebijakan pemerintah, akses permodalan, pasar dan tata ruang kawasan pesisir. Pengembangan kegiatan usaha yang memanfaatkan suberdaya pesisir dan laut memerlukan perencanaan yang matang agar dalam pelaksanaannya tidak menyebabkan kerusakan sumberdaya yang bersangkuan. Oleh karena itu, kegiatan tersebut harus dimulai dengan identifikasi potensi dan permasalahan wilayah pesisir dan laut yang disesuaikan dengan kebutuhan, keinginan dan kemampuan masyarakat serta kebijakan pemerintah dan infrastruktur yang mendukungnya. Keberhasilan program pemberdayaan masyarakat pesisir harus didukung oleh kegiatan ekonomi masyarakat yang berbasis pada potensi sumberdaya lokal dengan memprioritaskan partisipasi masyarakat setempat dan memperhatikan skala dan tingkat kelayakan ekonomi.
